Charlotte F. Titus is the Chief of the Europe and Eurasia Branch of the Office of International Visitors at the U.S. Department of State. In this capacity she oversees the implementation of the International Visitor Leadership Program (IVLP) for Europe and Eurasia. The IVLP is one of the U.S. government’s foremost public diplomacy tools used to support U.S. foreign policy objectives abroad. Charlotte manages the IVLP budget for Europe and Eurasia, a portfolio of 48 countries and organizations, and a staff of 8 who design and implement projects for the Europe and Eurasia region. Additionally, Charlotte continues to directly manage the IVLP for Ukraine, designing and implementing projects for Ukrainian policy and decision makers from both the public and private sectors. Recent projects have focused on strategic communication, anti-corruption efforts and international security, demonstrating continued support for Ukraine in the face of Russian aggression and continued support for democratic and economic reform. Charlotte also has led major IVLP initiatives including the Edward R. Murrow Program for Journalists, and more recently, the Women in Peace and Security and the Towards a More Safe and Secure World initiatives.
Charlotte joined the Department in 1990 as a Presidential Management Fellow, serving over the course of the next two years on the U.S. Speakers Program, the IVLP, including in the On Demand Division, and as the India Desk Officer in the North Africa, Near East and South Asia Area Office. She also had the opportunity to serve as the Information Officer at the U.S. Embassy in Cairo on a temporary duty assignment.
Ms. Titus holds a M.A. in Public Policy from the Lyndon Baines Johnson School of Public Affairs at the University of Texas at Austin and a B.A. in International Relations and French from Austin College in Sherman, Texas.
